CENTER FOR INTERNATIONAL STUDIES


A private, independent, non-profit, Baku-based research and public organization which as founded in May 1998, CIS is the acronym for the English words Center for International Studies. Although its name and flexible structure permits it to conduct research on a wide range of issues related to regional and international problems, the Center is currently focusing on the issues of oil pipeline, energy, environmental, conflict resolution, peace as well as regional and international security issues that are directly related to the geopolitical situation within the Caucasus and the former Soviet Union region in general. In March 1999, the CIS Center was registered as an independent, research and non-profit organization, following the requirements of the Law on Public and Non-Profit Organizations of the Republic of Azerbaijan. The organization has the tax-exempt status in Azerbaijan. The CIS Center is considered to be the leading Azeri non-governmental organization working in this area.

The CIS Center's main objective is to promote mutual understanding and informed dialogue among nations and people within the Caucasus region and other NIS countries as well as the Western world and the United States. In addition, the CIS is trying to promote basic principles of democracy and open society in Azerbaijan, to make information on regional issues available to the public and to distribute this information to the general world public and experts via news bulletins, journals, and research papers.

The CIS Research Groups independently work on research projects and analyze the contemporary geopolitical and international security issues as well as energy and environmental problems from an Azeri perspective in order to give the public a better profile on the general situation and ongoing complex processes in the region. Taking into consideration that an international security is closely connected with development of democracy and civil society, The CIS Research Groups pay much attention to projects related to democratization and establishment of civil society in post-Soviet Azerbaijan.

ABOUT CIS

Located in Baku, Center for International Studies (CIS) is a small and flexible non-profit institution working on the most challenging issues of the international and regional security, oil pipeline politics, energy, environment as well as conflict resolution, peace and new geopolitics of great powers.

Purpose

With a focus on energy, ecology, economy, contemporary geopolitics, and including other strategic issues, the CIS Center combines research, publication, public forums and international cooperation. It provides scholars, the public, the foreign policy leadership, and the media, with objective information and analysis about the complex processes ongoing in the above-stated spheres.

The CIS Center's primary mission is to promote informed dialogue and support scholarly research and communication within the Caucasus region and other NIS countries as well as the Western world and the United States. The principal disciplines involved are energetics, economics, environment, history, political science, sociology and philosophy. Also, cross-disciplinary work is strongly encouraged. Research Associates of the CIS Center develop and participate in scholarly seminars and conferences, publish their research papers and conduct their own research projects, often with the support of funding sources outside the Center. The Center conducts its mission as an independent research institution in Azerbaijan Republic.

Activities

Since its establishment in May 1998 the CIS Center has focused on the following activities:

- Analytic reports - dealing with geopolitics, energy, ecology, oil pipeline as well as conflict resolution, peace and security issues;

- CIS Center's forums - the Center convenes a series of public meetings at the Center where researchers, media people, local and foreign scholars, NGOs representatives as well as officials from government and international organizations discuss the current problems related to energy, environmental, oil/gas pipeline, ethnic conflict matters and other strategic issues;

- Systematic collection, computerization, analysis and synthesis of data on the above-stated problems - this provides an up to date information-base for analysis and is also available to other scholars including from foreign countries;

- Organization of international conferences, seminars and round-tables for local and foreign scholars, and including collaborative research policy regarding regional and international problems.

Financial support comes from various sources including foreign foundations and institutions, private sector, research consulting and publishing projects of the CIS Center itself.

In Azerbaijan, CIS Center has established cooperative relations with the State Oil Company of the Azerbaijan Republic (SOCAR), International EcoEnergy Academy (IEA), Radiation Research Department of the Azerbaijan Academy of Sciences, AzerEcoLab, University of Caucasus, Ecoil-Ruzgar Association, Conflict Research Center and others.

CIS Center has also established stable and developing collaboration with the following foreign institutions:

Executive Board and Research Council

The Executive Board of the CIS Center chaired by Director, is responsible for administrative and financial decisions, and also serves as a consultative body for the Center. Director of the CIS Center is Elkhan E. Nuriyev.

The CIS Research Council consisting of the Director, Associate Director, Heads of Research Groups, Senior Research Associates and Research Fellows, meets once a month to discuss and evaluate progress of the CIS ongoing projects and to suggest areas of research for the future.

International Research Advisory Council consists of more than twenty policy-makers, scientists, and the professionals from Russia, USA, UK, Georgia, Kazakhstan, Thailand, Uzbekistan, France, and Germany.
